Romans: Paul is exhorting the Roams Christians to exhort each other (don’t you hate that?) using the same word twice to describe what we are supposed to do? Anyway, it only means to encourage one another – “so that through endurance and encouragement of the Scriptures we might have hope.” (v4) The “Scriptures” Paul speaks about here are the Old Testament Scriptures. At that time, they had not yet the New Testament. You can find the term “New Covenant in Jeremiah 31:31.
