Acts: Paul deftly applies the “ace up his sleeve” – he was a Roman citizen which afforded him rights and privileges not shared by other Jews. There were levels of citizenship in Rome but by far the best of these was to have been born into it. We, today, fail to understand such distinctions. So just as Roman authorities are about to flog Paul, he asks this rhetorical question: “Is it legal for you to flog a Roman citizen who hasn’t even been found guilty?” (v. 25)
