Leviticus: This is the “Day of Atonement” (the whole chapter). Please note there are a bull and two goats for this ceremony. The bull the (high) priest slays and offers for his own sin, then by lottery, a goat is chosen to be killed “for the sin offering for the people” (Leviticus 16:15) and then the priest confesses the sins of the people while laying his hands on the goat’s head. The remaining goat is released into the wilderness to wander about.
